Do this in order
- Step 1
Advance the opening story until the museum restoration objective appears.
- Step 2
Track that objective and complete every listed hand-in or conversation before leaving the area.
- Step 3
Enter the museum after the restoration scene and speak to the curator once more; the unlock normally follows the building-opening state.
